    Governments, saddled with the responsibility of protecting the interest of the noble, the ignoble and the insane who engage in activities that often defy reasoning, are constituted by ordinary men. For this reason, they are prone to political crime. Their arduous task is not made any easier by the fact that these ordinary men are not immune to the deep-seated prejudices of their group.
